POSITION: Monitoring and Evaluation Officer (M&E Officer) × 3
REPORTS TO: M & E Manager
LOCATION: Maseru, Berea and Quthing

Overall Job Function: 
The M & E Officer will be responsible for the monitoring and evaluation of the implementation of HIV and TB activities. He/she will coordinate all routine M&E activities, including data collection, management, analysis, dissemination, and reporting related to the HIV/TB program within the district. The M&E Officer will provide guidance to health care workers (HCWs) at district and facility level to enhance the quality and use of site-level health information to support informed program decision-making, improved completeness and quality of data recorded on registers, and enhanced patient record systems.

Duties and Responsibilities:
-Provide ongoing technical support to ICAP Lesotho’s multidisciplinary district teams and HCWs within the supported health facilities to improve the capturing of patient-level data, supervision of data entry, data management, data quality assurance, data collection, data analysis, dissemination and reporting
-Provide ongoing technical support to ICAP Lesotho’s multidisciplinary district teams, District Health Management Team (DHMTs) and hospital management staff to use district and facility based HIV and TB data in order to evaluate program implementation and progress and to improve service delivery for TB and TB/HIV co-infected patients
-Design and conduct data quality assessments (DQA)
-Design and conduct quality improvement activity (QI)
-Support the ICAP Lesotho’s multidisciplinary district teams in regular review meetings, with the aim of monitoring and evaluating the implementation of ongoing activities
-Support the use of Ministry of Health’s approved tools to monitor and evaluate HIV and TB collaborative activities, related to program and patient management
-Work closely and in collaboration with other partners to maximize partnership strengthening to effectively implement program goals
-Perform other duties and responsibilities as may be assigned

Specific tasks:
1. Assure completeness of all registers and data capturing tools, related to TB and HIV activities in all supported facilities.
2. Assure timely submission of quality facility reports to DHMT (PMTCT, HTC, HIV clinic, TB report).
3. Assure accurate and timely data collection, collation and analysis at districts level through district M&E teams.
4. Analyze district and identify operational challenges based on data
5. Actively participate in district M & E Technical Group
6. Assure completion and updating of Electronic TB Register and Electronic Medical Records within supported district
7. Support district teams to conduct and report SOC
8. Support district teams with setting clear targets for each activity and reporting accordingly
9. Follow up of site support plan in supported districts
10. Support DHMTs to organize regular Program Review Meetings
11. Conduct Data Quality Assessments
12. Support district teams with compilation, analysis and feedback on HIV and TB related data, including identification of main challenges and development of summaries/graphs to be used at district and facility level
13. Explore ideal platforms and support actual organization of regular data feedback sessions in all districts ( to district and hospital management as well as HCW from health center level) on HIV and TB related data with the aim of introducing data driven decision making and result oriented programming

Qualifications:
-BA/BSc. in Statistics and Demography or BSc Computer Science with at least 2.2 (lower second class) degree classifications
-Masters in Statistics would be an added advantage
-At least 3 years of experience in the monitoring and evaluation of HIV and TB activities
-Excellent knowledge of Lesotho health information system required
-Strong data management and analysis skills
-Excellent report-writing and problem-solving skills
-Demonstrated strong computer skills and ability to use Microsoft suite
-Exceptional written and verbal communications skills

TRAVEL REQUIREMENTS:
The positions will require relatively frequent travel to various health facilities within Lesotho.

COMPENSATION/BENEFITS: Commensurate with qualifications and experience.
