The Road Fund was established by Legal Notice No. 179 of 1995, with the primary objective of providing a mechanism for progressive transformation of the road sector, whereby the fiscal burden for maintenance of roads is gradually being shifted from the Government to users of public roads. Overall management of the Fund rests with the Road Fund Board, which was established by Legal Notice No. 16 of 1996 whilst the day to day operations of the Fund are entrusted to the Secretariat.
The Road Fund Board therefore requires the services of a suitably qualified Lesotho National to fill the position of Revenue Accountant at the Road Fund Secretariat – 4th Floor Post Office Building, Kingsway Maseru.

b) externally: Lesotho Revenue Authority, Department of Traffic and Transport, Sub Accountancies in all districts, Oil Companies operating in Lesotho, all key stakeholders.

Purpose of the Job
• The incumbent is responsible for monitoring and updating revenue related records and liaison with organisations that collect revenue on behalf of the Road Fund.
Key Performance Areas and Responsibilities
• Prepares Road Fund revenue budget annually to keep the organisation informed on the annual revenue projections.
• Reviews and adjusts revenue budget to cater for vacancies through preparation of monthly revenue projections.
• Compiles record of daily collections and reconciles with the bank for effective record keeping.
• Reconciles returns to actual receipts by revenue source.
• Liaises with all agencies collecting revenue on behalf of the Road Fund on a regular basis to verify revenue collected.
• Monitors integrity of all revenue collection mechanisms and makes recommendations to the CEO.
• Traces and records unremitted collections from the Government and other sources.
• Undertakes regular inspections of Road Fund revenue collecting agencies to check that collection is in line with Road Fund Guidelines.
• Carries out monthly reconciliation of debtors control account, produce aged debtors analysis and makes follow up where necessary.
• Sets and agrees on performance with direct reports on an annual basis.
• Conducts bi-annual review with direct reports and appraises direct to assess achievement of set standards.

Required Qualifications and level of experience
Qualifications, Working Experience, and Knowledge:
• Bachelor of Commerce in Accounting plus five (5) years’ of experience, OR,
• Be a Registered or General Accountant plus three (3) years’ of experience.
• Background in Auditing and revenue collection.

Remuneration
Salary will be in accordance with the Road Fund scales of remuneration, which are competitive and market related.
