REQUEST FOR CURRICULUM VITAES
PART-TIME COMMUNICATIONS SPECIALIST
1.0 INTRODUCTION
The Government of Lesotho (GOL) is committed to fight poverty, accelerate economic growth and improve the welfare of the Basotho. In 2002, the Government formulated its broad National Development Goals to guide national planning and overall development agenda of the country. The National Vision 2020 was launched in 2004, which provides the overall framework that defines the aspirations of the people. The Poverty Reduction Strategy (PRS) finalized in 2005 attempted to translate the strategies into actions which will enable the economy to develop rapidly, and poor people to be the main beneficiaries of growth. One of the four building blocks or pillars identified for achieving the strategy is private sector development (PSD), which will manifest in equitable economic growth and rapid employment creation.
To strengthen private sector growth and development by increasing its productivity and competitiveness, the Government is implementing the Second Private Sector Competitiveness and Economic Diversification (PSC) Project with the assistance of the World Bank. The project is pursuing this objective through three components; improving the business environment, supporting economic diversification and project implementation support. In order for quality and relevant information to reach and be accessible to all client groups, at the right time, the project requires the services of a part-time communications specialist to assist with this task.
2.0 KEY OBJECTIVES OF THE ASSIGNMENT
The overall objective of this assignment is to design and develop the project Information and communication system that will facilitate management of project's information and keep track of information flows, project issues, and documentation as well as build, maintain and manage the reputation of the project.
3.0 TASKS
The Part-Time communications specialist will undertake the following tasks:
(i) Investigate information needs of the private sector, and other various client groups; specifically identifying what information is needed by whom;
(ii) Take stock of information produced by PSCEDP and analyze its effectiveness in terms of relevance, frequency and outreach (e.g. Government Gazette, radio, print media, internet, etc.);
(iii) Liaise with various stakeholders including private sector, NGOs, banks etc. and advise on the best channels of information dissemination to various client groups;
(iv) Draft an action plan for each sub-component's public awareness and dissemination campaign;
(v) Oversee implementation of each sub-component's public awareness and dissemination campaign action plan;
(vi) Periodically produce Newsletter article;
(vii) Periodically update project website;
(viii) Cover project events;
(ix) Review and or produce Press releases for the project; and
(x) Assist with the production of awareness material.

4.0 REQUIREMENTS
The Incumbent should have the following:
• Diploma in Mass Communication/Journalism and an in-depth knowledge of Information and Communication Technology will be an added advantage;
• Knowledge in script designing, reporting, news writing, copy editing and taking photos;
• Be able to use equipment that come in handy for journalists – ( video camera, computers and helpful software);
• Minimum five (5) years experience in the media industry;
• Proven record in working effectively in multi disciplines;
• Excellent Writing skills;
• Good communication skills.

5.0 DURATION OF THE ASSIGNMENT
The assignment will be performed for over a period of one year (3 months full time and 9 months Ad hoc basis).
6.0 SUBMISSION
