Background
Since October 2010, GRM International has been implementing a multi country smallholder agricultural development project covering selected areas of Zimbabwe, Swaziland and Lesotho known as the Seed and Markets Project (SAMP). The overall goal of the project is to influence policies and strategies related to seed security, through piloting innovative approaches.
The emphasis of the project has been on strengthening local seed production and output markets in order to generate security of quality inputs as well as inject cash within the rural economy. A key area for SAMP2 has been identified as Agro-dealer strengthening. SAMP 2 will be strengthening the Agro-dealer network in the target districts to stock and sell quality inputs on a timely basis and at reasonable prices. To achieve this, SAMP 2 will require the services of an Agro-Dealer consultant. The consultant will have considerable experience in Agro-Dealer strengthening in similar types of interventions in Africa.
Roles and Responsibilities
Under direct supervision National Coordinator in Lesotho and the project Team Leader, the main roles and responsibilities of the Agro-Dealer Consultant will be the following;
· Review and analyse previous and existing Agro-dealer strengthening strategies of different stakeholders in Swaziland and Lesotho.
· Undertake a capacity needs assessments of Agro-Dealers in the target area order to assist with development of an Agro-dealer strengthening development strategy for SAMP 2.
· Where identified, conduct a capacity building training programme for Agro-Dealers in line with the Agro-Dealer development strategy in the following basic business management practices, such as record keeping, marketing, cash-flow management and stock control.
· Reference to the sale of seed training should include; seed types, certification, correct storage and handling, marketing.
· As part of the M&E system and in line with the Donor Committee for Economic Development Provide (DCED) assist the National Coordinator to develop 'Results Chains' with key indicators and a Results Measurement Plan
· Assist the National Coordinator and Team Leader with any other duties as assigned related to the Agro-Dealer strengthening programme.
Expertise
  • Post graduate qualification in Rural Development or related field
  • 10 years' experience in the design and implementation of Agro-dealer interventions (preferably in Eastern or Southern Africa
  • Experience in training Agro-dealers or SME's (Small or Medium Enterprises) in business management
  • Excellent communication skills for both written and oral presentation
Time Frame
The total number of days for this consultancy will be 50 days, starting in July 2014
