Organizational Context:
Please note that this is a locally-recruited position, restricted to Swiss nationals and/or legal residents of Switzerland.

With its 192 member countries, the Universal Postal Union (UPU), a specialized agency of the United Nations, is the primary forum for cooperation between postal sector players. It helps to ensure a truly universal network of up-to-date products and services.
Main duties:
1. Recruitment:
- Prepare and publish vacancy announcements;
- Receive and record applications and complete related tables and databases as instructed;
- Take part in preparing the work of the Appointments and Promotions Committee (Selection Panel) and the ad hoc groups for the shortlisting of applicants (organization of meetings, transmission of files, etc.);
- Prepare internal memoranda for the International Bureau to announce the arrival and movement of staff and inform the logistical and other services so that appropriate measures are taken;
- Acknowledge receipt of unsolicited employment applications;
- Keep interviewed applicants informed of decisions taken;
- Assist in the preparation of contracts according to specific instructions and conditions.

2. Staff administration:
- Draft and prepare standard memos regarding conditions of service;
- Format and manage the publication of internal memoranda and administrative instructions;
- Prepare and dispatch standard certificates.
QUALIFICATION AND SKILLS REQUIRED
Education:
- Secondary education at commercial school or similar.
- A diploma or continuing education in the field of HR administration would be an advantage. 
Experience:
- Three years' initial experience as an assistant, preferably in the field of human resource management.
Technical knowledge: 
- Knowledge in the field of recruitment;
- Experience in using a software application for the administrative management of human resources;
- Good knowledge of office software tools such as Word, Excel, Outlook, PowerPoint;
- Knowledge of the United Nations System would be an advantage.
Skills and abilities / competencies:
- Ability to work independently;
- Ability to establish good working relations with staff at all levels in an international environment;
- Discretion, ethics and respect for confidentiality;
- Responsiveness;
- Rigour and professionalism;
- Ability to work as part of a team. 
Language skills:
Proficiency in English or French. The knowledge of the other language will be an advantage.

Annual salary: (Net of tax)
68'611.00 CHF

The conditions of service are governed by the Staff Regulations and Rules of the International Bureau of the Universal Postal Union.
