About the Organization: 
Incorporated in 2004, Lesotho PostBank has been licensed by the Central bank of Lesotho. The bank's mandate is to facilitate affordable and accessible financial services to the unbanked Basotho. The Bank started its operations offering savings deposit taking services and has recently diversified into microfinance lending and electronic transacting services.
Background:
The Government of Lesotho (GOL) and the International Fund for Agricultural Development (IFAD) have jointly designed and established a rural financial intermediation programme (RUFIP) that is managed by the Ministry of Finance (MOF) and works within the Department of Private Sector Development and Financial Affairs (PSDFA).
About the Job: 
Lesotho PostBank is seeking a Consultant for Development and Implementation of Strategic Plan. S/he will be responsible for developing a three year strategic plan (2014-2017) that will deliver the mandate of the bank sustainably, overseeing the implementation of the strategic plan, and assisting the bank in revitalizing the microfinance line of business with specific target on rural groups, individuals, and SMEs.
Tasks and Responsibilities: 
  • RUFIP's components include:
    • Develop member-based FIs (MBFIs, including financial cooperatives, rural savings and credit groups (RSCGs), and other informal groups);
    • Facilitate the rural outreach of formal FIs, mainly focusing on the strengthening of the organization;
    • Develop an enable environment for micro/rural finance, involving the support for policy dialogue, as well as capacity building of the department of cooperatives (DOC), central bank of lesotho (CBL) and other relevant service providers.
Qualifications: 
  • Master’s degree in Economics, Accounting, Finance or related field;
  • Professional qualification, (CA, CIS, CFP) will be an added advantage;
  • At least 10 years of experience in banking or management of large MFIs;
  • Experience in commercial banking targeting the lower end of the market will be an added advantage;
  • Experience in risk and compliance management in the banking industry;
  • Experience working in Sub Saharan Africa.
