The CSS Telecomms Division in the Acquisition Department has two vacancies for Contract Officers.
The purpose of this job is to act as a Technical administrative officer to the programme manager with regards to the complete procurement and in-service support cycle. Responsible for the registration of requirements, working with the programme manager in compilation of requests for offer, offer assignment, financial authorisation requests as well as order and cash flow management under guidance of the admin manager.
CRITICAL PERFORMANCE AREAS
Responsible for the User Requirement Administration on KBA system
Compilation of requests for offer under the guidance of the programme manager
Compile and assist with the assessment of offers
Drafting and preparation of submissions and orders
Order placement after approval by the relevant Armscor authorisation committee
Monitor order execution in terms of cash flow, invoicing, etc.
Resolve problem invoices between Armscor Finance department and the contractor
Prepare submissions for amendments or extensions of orders
Order closure after completion
Do all actions related to Armscor� s Financial Administration system pertaining to the complete order process (i.e. from registration f requirements to maintaining updated cash flow information for orders t order closure and archiving)
All post-order administration activities i.e. resolving line ups, cash flow deviations on the system, SANDF stores management, asset management etc.
Liaison on behalf of the programme manager with contractors and clients on various contractual issues. i.e. cash flow, delivery status and order closures.
EXPERT ABILITY AND COMPETENCIES REQUIRED
Minimum Grade 12 (Matric) or equivalent
Minimum of 3 years relevant administrative experience
Good communication and strong planning and organising skills
Good inter-relations skills (team worker, positive attitude, prepared to work with diverse people)
Quality Orientated
Computer literate (MS Word, Excel, PowerPoint)
