MAIN PURPOSE OF THE JOB
Reporting to the Superintendent: Plant, as the Issuer: Permits you will ensure that permits are issued and that all lock-outs and isolation of equipment is done in accordance with RBM’s procedures for permits, lock-outs and isolations.
JOB OBJECTIVES:
- Daily issue permits to work for the area including working at heights permits and confined space clearance certificates.
- Liaise with applicant and inspect the site of work before issuing and signing-off of permits
- Keep the plant supervisor informed of permits issued.
- Conduct regular audits and coaching where necessary on existing permits issued by other Permit Authorisers and Applicants.
- Provide on-plant training for permit Authorisers and Applicants.
- Develop Safety representatives for the area on hazard identification.
- Conduct PTOs for both routine and non-routine tasks.
- Custodian of the isolation stations.
- Maintain isolation matrices.
- Conduct plant walkabouts and inspect work carried out in respect of permits issued.
- Perform fair and reasonable tasks related to the job and working environment, at the discretion of the superintendent.
- Issue and control plant permits for any type of work to be performed in their area of responsibility.
- Ensure that all standard documentation is completed and effectively processed.

- Keep abreast of planned work in area of responsibility where permits are required.
- Compile reports on operational delivery requirements
- Assist in the compliance with ISO, RBM and Rio Tinto standards for permit issuing.
- Identify hazardous activities and mitigation measures during plant walkabouts and report them to the plant superintendent
- Maintain and improve safety, health and environmental standards and practices.
- Participate in working forums as part of the fatality prevention programme
- Participate in shut planning and be involved in planning and scheduling the relevant isolations for shutdowns
OUTPUTS:
- Adhering to the laid out procedures and instructions
- Thorough knowledge of the plant operation
- Understanding of the isolation and lock-out procedures and hazard identification
- Identifies areas for the improvement of plant safety and addresses accordingly to contribute to a safe operation
- Coach / Guide plant personnel on isolation and lockout procedures
MINIMUM REQUIREMENTS:
- Grade 12/N3 (with Maths and Science)
- Driver’s License: EB
- Minimum of 3 years process plant experience in the Mining Industry environment
- Previous HSE experience would be beneficial
- Training: Authorized Person (PTW, WAH, Confined Space)
TECHNICAL SKILLS AND COMPETENCIES:
- Computer Literacy (Advanced)
- Well-developed communication (verbal and written) and numeric skills
- Ability to maintain high levels of concentration and attention to detail
- Physical fitness to ensure that tasks are carried out effectively
- Sound judgement, reasoning and decision-making skills.
