Overview:
The Swaziland Ministry of Health (MoH) and Clinton Health Access Initiative (CHAI) are seeking a highly motivated individual with outstanding credentials, excellent organisational and communication skills to support the Ministry of Health in coordinating the roll-out of the 2014 Swaziland Integrated HIV Management Guidelines.
The MoH has recently revised national HIV care and treatment guidelines to significantly increase eligibility for anti-retroviral therapy (ART), introducing new diagnostics and optimizing treatment regimens. The successful applicant will work with the Swaziland National Aids Program (SNAP) to coordinate the planning and facilitate country-wide adoption of these revisions. The position will be largely one of oversight and coordination, ensuring roll-out activities are comprehensive, coordinated and monitored. This will include, but is not limited to, coordinating the various work streams, developing and maintaining an overall implementation plan, facilitating communication systems, mapping time lines, tracking progress, supporting implementation activities and representing SNAP at relevant meetings.
SNAP is the Ministry of Health lead on Guideline implementation; however multiple Ministry departments, training institutions and partner organizations (amongst others) will be affected by the changing National HIV strategy and their coordinated involvement in implementation will be imperative to the operation of the new recommendations. While many departments have developed their own implementation strategies for areas of the guidelines pertaining to their activities, coordination between the departments will be a vital part of this position. The HIV Guideline Implementation Coordinator will ensure all relevant stakeholders are involved in guideline roll out, coordinate communication between them and ensure activities are complementary and coordinated.

Responsibilities:
- Support the Swaziland National AIDS Program Coordinator to oversee national roll out of the 2014 Swaziland Integrated HIV Management Guidelines
- Work closely with relevant Ministry of Health departments and partner organizations, acting as the focal point between SNAP and other bodies on guideline roll out
- Create an overall strategy and implementation plan for roll-out and facilitate communication between the various departments implementing the guidelines
- Identify dependencies and opportunities for collaboration between different areas of activity and ensure that activities are coordinated and complementary
- Track and report on implementation progress to the MoH and key stakeholders, highlighting and monitoring key risks and issues
- Map resource requirements and gaps and work with the MoH and partners to devise and advocate for solutions to address these gaps
- Represent SNAP in meetings with other government departments and partners involved in implementation activities
- Perform other duties as required
Qualifications:
- Relevant tertiary degree, for example Public Health
- Experience in a coordination / project implementation role within public health
- Fluency in English; excellent written and oral communications skills
- Detail-oriented with strong organization skills
- Ability to navigate complex government processes and favorably influence decision-making in a diplomatic and collaborative manner
- Ability to handle multiple tasks simultaneously, set priorities, and work independently and flexibly with a strong commitment to excellence
- Ability to be effective in high-pressure situations and work in a fast-paced environment with limited structure and resources
- Awareness of challenges related to working in a resource-limited setting and willingness to learn in a culturally diverse work environment
- High level of proficiency in relevant computer applications including Microsoft Word, Excel, and PowerPoint
