Project title: Technical Assistance to the National Adaptation Strategy (NAS) for the Sugar Sector in the Kingdom of Swaziland
Brief description: The overall objective of project component is to improve the competitiveness of the sugar industry while at the same time reducing poverty in the sugar regions of Swaziland.
The specific objective of this project component is to ensure the provision of required independent implementation advisory support to grantees under the Swaziland Sugar Facility (SSF) to facilitate timely, effective and procedurally correct implementation of the grant contracts.
The required outputs to be delivered by the expert are:

Requirements:
Qualifications and skills
- University degree at Master’s level in (agricultural) economics, management or other relevant discipline, alternatively a relevant lower academic qualification and five (5) years additional experience above the general professional experience indicated below
- Proven facilitation and training skills in cross-cultural environment
- Fluency in both written and spoken English
General professional experience:
- At least 10 years of professional experience of which at least five (5) years practical working experience in developing countries in managing or facilitating (rural) development projects
- At least three (3) years experience in conducting training needs assessments, designing and implementing training programmes and evaluating their effectiveness
Specific professional experience:
- Proven experience in managing and/or facilitation the implementation of projects based on EU funded grant contracts
- Strong practical experience logical framework methodology and of EU procedures (grants, services, supplies and works) and specifically those relating to grant contract
- Experience in training and mentoring project staff

The specific objective of this project component is to ensure the provision of required independent implementation advisory support to grantees under the Swaziland Sugar Facility (SSF) to facilitate timely, effective and procedurally correct implementation of the grant contracts.
The required outputs to be delivered by the expert are:
- A Training Needs Analysis (TNA). The assessment of training need is to be done in close consultation with the grantees.
- An Indicative Training Plan (ITP) will be produced and presented to the Contracting Authority. The ITP will detail all proposed common/group training and specific grant project training and mentoring sessions.
- One group training on grant contract management as well as logical framework matrix and monitoring. Total training of 5 days. Delivery of the training will take a participatory approach. The preparation of training materials, the selection of participants, as well as booking management of the training venue including meals and refreshments for participants will be the responsibility of the expert. The cost of logistics, will be provided from the budget for incidental expenditure of the Project.
- Other group training. Any common/group training sessions identified in the ITP, during Phase me or Phase II of the assignment.
- On-site training and mentoring sessions. These will be delivered in line with the provisions of the training plan, as adjusted from time to time.
- Training reports. The expert will produce a specific report on any group training within one week after its delivery. It will contain a measurement of the progress achieved by the training through the use of questionnaires before/after the training as well as an evaluation by participants of the quality of training. It will confirm specific needs for the training and mentoring sessions.
- Interim reports. Reporting on support activities undertaken, including other training and mentoring sessions will be done through brief interim reports delivered at the end of each period of assignment in Swaziland. The reports will also include a brief account on the home-based ‘help desk’ support provided during the interim period prior to the specific assignment. Finally the report will set out the planned activities during the next visit.
- Final report.
