DEPUTY PROJECT COORDINATOR

MSF has been providing TB/HIV services in South Africa since 1999 and in Lesotho since 2006. In 2011, MSF opened, in partnership with the Department of Health, a ‘TB and HIV incidence, morbidity and mortality reduction project’ in the Eshowe and Mbongolwane area of KwaZulu-Natal.
The Deputy Project Coordinator will contribute vision, leadership, and representation for the project. S/he will work in close collaboration with the Project Coordinator. The Deputy Project Coordinator is responsible for liaising with many of the project’s partners, particularly the Department of Health. Together with the Project Coordinator and the Project Medical Referent, s/he will be responsible for the coordinating operational strategy, planning, and implementation of the project, with other managers.
Requirements: ►Honours degree in health/public health, political science, law, or management. Equivalent post-graduate experience could be an alternative. A master’s degree in public health or equivalent is an advantage►At least five years demonstrated experience in operational management, especially in KwaZulu-Natal and in government departments. Previous advocacy and communication experience and previous experience in HIV/TB settings are an advantage ►Excellent communication/diplomacy, organization and negotiation, and interpersonal communication skills (written and verbal)►Excellent strategic planning and management skills (including supervision experience) ►Good leadership skills and team spirit ►Ability to work with minimal supervision and handle the pressures and stresses related to the job responsibilities ►Sound understanding of public health specifically HIV and TB ►Strong advocacy and networking abilities ►High level of Microsoft office knowledge (Word, Excel, PowerPoint) ►Fluency in English is essential and IsiZulu is an added advantage ►Community involvement and personal experience, and showing a willingness to adhere to the humanitarian principles of Médecins Sans Frontières ► South African citizen or holder of a valid South African work permit.
Activities will include: Representation and communication ►Represents the project for general and official representation during meetings with provincial and district Department of Health, provincial organizations and civil society actors, and other partners at the provincial level, working closely with the Community Advocacy Manager in the project, responsible for representation to the community, other local and district authorities, and traditional authorities ►Networks and liaises with the KZN Department of Health, key health actors and civil society in the province. ► Supports the Project Coordinator with negotiation of project components – models of care, interventions, re-orientationsAdvocacy activities:► Acts as the reference person for advocacy aspects for the project relating to various partners at district and provincial level. Liaises for advocacy plans with national and provincial level opinion makers, activists groups, NGOs, and other partners ►Collaborates with the Deputy Head of Mission and acts as the link with Advocacy unit of MSF South Africa for the national / mission-wide advocacy agenda ►Provides analysis of other MSF regional/international advocacy agenda from the KZN perspectiveInformation: ►Monitors the political, humanitarian and health situation within KZN and the country, and transmits all relevant information and providing updates to the project teamProject planning and administration: ►Helps define strategies for project implementation in collaboration with the Project Coordinator and Project Medical Referent, and where appropriate external stakeholders. ►Helps prepare reports and proposals for donors. ► In collaboration with Project Coordinator and other project managers, prepares for the Annual Review of Operations (ARO) and the strategic documents ►Participates in internal project meetings as needed ►Tracks and assists managers with follow up of Internal Control processes.
Human resources:Brief & debrief international staff on the cultural aspects of KZN and South Africa►Assists the Project Coordinator and other managers to ensure adequate communication between Coordination and all staff ► In collaboration with the HR Manager, maintains the organisational chart of the project.
Associative activities:Assist the Project Coordinator, the HR Manager and association representatives in the organization of team building events, Field Associative Debates, and other events, when necessary.
