Job Summary
Cardno Emerging Markets USA, Ltd. (Cardno) is seeking a Quantity Surveyor/ Contracts Specialist for a Lesotho Highlands Water Project.
PROJECT SUMMARY:
The Lesotho Highlands Water Project Phase 2 (LHWP2) entails the design and construction of a major water supply scheme including a 165 metre high CFRD dam; a 37-km long, 5 M diameter conveyance tunnel which will be bored through hard rock (basalt); and potentially a 1,000 MW pumped storage hydro power component and associated high voltage transmission system and estimated 10-km tunnel. There will be both significant social (e.g., resettlement) and environmental issues on this project. The estimated project cost including the hydro power component is approximately $1.2B.

Key Responsibilities
- Overall responsibility for oversight and resolution of contract management issues
- Overall responsibility for Quantity Surveying (QS) oversight of construction Contractors
- Overall responsibility for preparation of procurement documents
- Review design and construction documents
- Review cost estimates and bids and make recommendations to the PMU Executive Manager if see problems
- Technical assistance to those reviewing Payment Certificates/Vouchers and Claim submittals
- Technical assistance with those reviewing and approving/ disapproving of invoices recommendations for payment.
Other Requirements
- Must have an internationally recognized University Degree in Civil Engineering, Quantity Surveying or Building Science, as well as Chartered/Professional Membership (or equivalent) of a recognized international Institution in the respective discipline.
- Fluent in English, and have excellent technical, computer, communication and organizational skills.
- Good knowledge of and be fully familiar with the relevant norms, standards and procedures.
- Experience in drafting and review of contract procurement documents for large infrastructure projects.
- Good knowledge of and be familiar with large scale construction contracts, and be capable of ensuring the compatibility of the Conditions of Contract used for the various works that will be procured by the PMU (for example FIDIC).
- At least 15 years post-qualification experiences, preferably with a combination of consultancy and contracting experience in similar large scale infrastructure projects, and have recent experience in Lesotho and/or the Southern African region.
- Conversant with modern project and construction management techniques, work programming, cost estimation, measurement/payment certification, and dealing with claims/dispute resolution, utilizing advanced computerized applications associated therewith.
