Qualifications and skills
- An internationally recognised IFAC qualification as a Chartered Accountant (CA or ACCA);
- Excellent communication and interpersonal skills; and
- Excellent spoken and written English language skills.
- A minimum of 10-years post professional qualification experience in public financial management preferably in a Ministry of Finance;
- Knowledge on EU project management methodology gained through the participation as a team leader in at least 2-EU-funded projects;
- Management of a minimum of 2-PFM projects in a developing country environment; and
- Demonstrable experience in the management of people and teams.
- A minimum of 5-year experience in a professional and/or managerial position in a Ministry of Finance.
- Proven and documented experience in the development of policies, frameworks and guidelines in all aspects of public financial management (including, internal and external audit, the budget cycle, financial reporting, IFMIS type applications, cash and debt management);
- Experience in the facilitation, mentoring and coaching of personnel engaged in public financial management activities:
- Experience of working with a range of development partners;
- A minimum of 5-year experience of providing PFM professional; advisory; or, expert services in a developing country environment (preferably in Africa).
