Qualifications and skills

·Senior development specialist with relevant post-graduate degree in (water) engineering (master or equivalent).

General professional experience

• Experience with water policy formulation, water sector   reform and institutional framework in the sector;
• Experience with capacity building in the water sector;
• Experience in planning of water supply, sanitation and water resource management   programmes and projects;
• Sufficient experience as Team Leader in similar assignments;
• Demonstrated cross-cultural sensitivity; interpersonal, communication and negotiation skills;
• Computer literacy, excellent report writing skills and ability to produce quality documents;
• Possesses very good analytical skills.

Specific professional experience

• At least twelve (12) years of relevant experience in the broader water sector, of which at least 3 years in policy formulation and / or reform programmes in the sector;
• Substantive specific experience with EU financing modalities and the analysis of risks related to these modalities;
• Extended experience and detailed knowledge of different capacity building options for the water sector, preferably gained in the Southern Africa region;
• Knowledge of and preferably also expertise in performance monitoring systems for performance based budgeting;
• Good understanding of processes determining ability and willingness to pay for water and sanitation services
