Trade Negotiations Adviser (WTO/TAF)

 The Kingdom of Lesotho: Capacity Building on International Trade Negotiations Management for the Ministry of Trade and Industry, Cooperatives and Marketing (MTICM)
General requirements:
  • Extensive professional experience in the area of international trade policy and trade negotiations, with experience of the multilateral trading system, in particular the economics of international trade, and WTO law and procedures.
  • Solid understanding of Lesotho’s priorities in regional and international trade negotiations.
  • Solid experience of working on trade negotiations in the context of Lesotho and Southern Africa, including involvement in trade negotiations or projects to support capacity building for trade negotiations.
  • Proven experience of collaborating with relevant trade-related stakeholders.
  • In-depth knowledge of design, delivery and coordination of processes and issues related to trade negotiations.
  • Proven experience in organisational development and successfully setting up analytical units in government departments, preferably in a LDC context.
  • Proven experience in undertaking high-quality economic impact analyses for trade negotiations and agreements in Southern Africa.
  • Mentoring and transfer of know-how skills and proven record of delivering successful trade advocacy capacity building and training projects.
  • Strong monitoring and evaluation track record.
  • Ability to operate effectively in English.
Specific requirements:
  • Minimum of 8 years’ professional experience in international negotiations (WTO, Regional/Bilateral Trade Agreements in Southern Africa, United Nations) issues and with a proven track record of providing policy analysis and briefing to senior management and ministers.
  • University degree(s), preferably to postgraduate level, in a relevant subject (i.e. Economics, Development Economics, International Trade and Development, International Trade Law).
  • Experience in coordinating inter-agency meetings and experience with trade policy formulation, coordination, implementation and trade negotiations framework.
  • Knowledge and experience working with senior Government of Lesotho officials with a good understanding of existing government structures, processes and the political environment related to trade policy.
  • Good analytical and report writing and communication skills.
  • Excellent facilitation skills, with a focus on hands-on practical training as demonstrated in previous similar assignments.
  • Experience in technical assistance projects and ability to coordinate and manage project delivery.
  • Excellent team leadership and management; and interpersonal and communication skills (including written and spoken English).
  • Minimum of 3 years’, but preferably 5 years’ experience in design and delivery of training and capacity building for trade policy/negotiations, including offering technical advice and on-the-job support to government officers, and managing/undertaking research and analysis in support of trade policy formulation and trade negotiations.
  • The coordinator should be fully conversant with WTO, EPA and regional trade negotiations and agreements in Southern Africa and have experience of working with and/or in LDC environments on trade-related technical assistance. He/she will lead the project team, including the training courses for officials and other trade stakeholders.
