Elizabeth Glaser Paediatric Aids Foundation (EGPAF) is a USA based organisation with public health programs around the World. It creates a future of hope for children and families worldwide by eradicating paediatric AIDS, providing care and treatment for people with HIV and AIDS, and accelerating the discovery of new treatments for other serious and life threatening paediatric illnesses. EGPAF`s work is funded through private donations, PEPFAR (via the US Agency for International Development – USAID), UNICEF and ViiV Partnership Health.

Job Title: Procurement and Logistics Officer
Responsible to: Awards and Compliance Manager
Purpose of post: As a member of the EGPAF Lesotho Operations Team, assume responsibility for the inventory, purchasing, property management/maintenance, logistical support, service contracts, Procurement and Logistics Assistant, and contracted service providers, and other related administrative activities.
RESPONSIBILITIES AND TASKS:
1. Procurement
• Procurement of office equipment and supplies for the Lesotho Office and “central procurement” items for sub-grants.
• Maintenance of procurement files.
• Ensuring that all needed documents and donor approvals are obtained, completed, and filed for EGPAF’s procurement activities in line with USG and EGPAF regulations and approved budgets.
• Establishes and maintains system for purchasing, ensuring that accurate and detailed specifications are submitted in writing prior to initiation of purchasing and coordinates the efficient pickup and delivery of purchases.
• Identifies best sources for procurement of goods and services.
• Obtains competitive bids, quality discounts, and achieves cost savings in accordance with Federal procurement guidelines.
• Ensures invoices for payment are submitted to Finance Department.
• Maintain all contracts of vendors providing services to EGPAF (leases, phone, vehicle insurance, vehicle maintenance, fuel, flights etc)
2. Logistics
• Provides logistical support to the EGPAF Program as needed.
• Expedite VAT exemptions for EGPAF Lesotho procurement in conjunction with USAID, Ministry of Health and Lesotho Revenue Authority.
• Oversees that VAT exemptions are processed in time & dispatched to the vendors in time upon receipt from Lesotho Revenue Authority.
• Manages disposal of all property and equipment in accordance with EGPAF and USG regulations.
• Ensures proper inventory reports and controls are in place for all EGPAF property and equipment.
• Manages all Vendor & service relationships.
3. Field Support
• Liaise with District Clinical Coordinators to ensure standard Procurement and Logistics policies and procedures are implemented in each district.
• Conduct Trainings and Meetings with Procurement and Logistics Staff to build capacity and understanding of Procurement and Logistics activities.
• Conduct visits to Field Offices to assist with implementation of Procurement and Logistics activities and build capacity and understanding of staff.
4. Other Duties
• Assess Procurement and Logistics policies and procedures on an on-going basis to identify and propose new policies or changes as needed, in addition to monitoring the implementation of existing Procurement and Logistics policies to ensure they are being properly adhered to.
• Perform other relevant duties as assigned by the Awards & Compliance Manager.
QUALIFICATIONS:
Education:
A University degree in related field
Experience:
• Demonstrated 3 years’ experience on procurement & logistics activities.
• Prior experience dealing with various government offices for VAT exemptions, work permits, Visas, etc
• Preference for candidates who have experience working with International NGOs.
• Understanding and experience with USG procurement and logistical regulations.

• Strong computer literacy
• Strong negotiation skills
Languages:
• Fluent reading, writing, and speaking in both Sesotho and English.
