Team leader: Skills audit in South Africa

Technical support to conduct Skills Audit in respect of the financial management staff in the offices of the CFO`s in Limpopo Departments of Education, Health, Roads and Transport, Public Works and the Provincial Treasury

We are looking for 4 experts:

Expert 1 – Category I (Team Leader) (52 working days)

  • A Master's Degree qualification or equivalent in Human Resource Management, Education, and/or Business Administration and/or Financial Management or a field related to this assignment. A Chartered Accountant (CA) or Chartered Management Accountant (CIMA) qualification will be seen as equivalent to a Master's Degree.
  • At least 12 years’ general working experience. In the absence of a Master's Degree, an additional 3 years' working experience will be required. 
  • At least 10 years’ working experience in skills development, human resource management, skills assessments, skills audits or related, preferably in financial management fields;
  • Experience in research and report writing
  • Project management experience.

3.2       Experts 2, 3 & 4 – Category II Experts (50 working days each)

The expert should each have:

·      A post-graduate or equivalent qualification in Human Resource Management, Education, and/or Business Administration, Monitoring and Evaluation and/or Financial Management or a field related to this assignment;
·      At least 6 years’ general working experience;
·      Working experience in skills and human resource assessments, skills audits, surveys or related, preferably in financial management, will be advantageous;
·      Experience in the utilisation and application of assessment and measurement tools to be used in conducting the audit (including, amongst others, psychometric batteries and other quantitative and qualitative manual and on-line techniques, simulations, exercises and interviews).
