The International Health Division is committed to the improvement of health and healthcare delivery around the world. Serving both the public and private sectors, our efforts include health policy research and evaluation, health promotion and disease prevention, health finance, and health systems management. Background:
USAID’s five-year (2012–2017) Health Finance and Government project (HFG) will improve health in developing countries by expanding people’s access to health care. Led by Abt Associates, the project will work with partner countries to increase their domestic resources for health, manage those precious resources more effectively, and make wise purchasing decisions. As a result, HFG will increase the use of both primary and priority health services, including HIV/AIDS, tuberculosis, malaria, maternal & child health, and population & reproductive health services. Designed to fundamentally strengthen health systems, HFG will support countries as they navigate the economic transitions needed to achieve universal health care.
HFG is beginning program operations in Swaziland. The program scope includes Human Resources for Health technical assistance to the Ministry of Health and the Department of Social Work. In addition, in the future the scope may be expanded to include other technical areas, such as finance and governance.
Objective:
HFG seeks to hire a Chief of Party who will be responsible for moving HFG’s interests forward in country, setting up the project, and doing technical work related to Human Resources for Health (HRH) and Social Welfare (SW). The Chief of Party will work closely with USAID, the Government of Swaziland’s Ministry of Health and Department of Social Welfare, and other government and development partners to achieve the project’s objectives.
The Chief of Party will:
- Lead the development of a strategic vision, assuring its articulation to staff, partners, the Ministry of Health, Department of Social Welfare, Ministry of Public Service and USAID, and align those individuals and others in support of the vision
- Translate project goals and objectives into implementable strategies and plans
- Provide strong managerial and technical leadership across project activities
- Focus the activity of the team in areas that are critical for success
- Scan the environment and take leadership actions to maximize opportunities and to strengthen partnerships and alliances
- Promote teamwork and collaboration across the project and with counterparts in government, private, and civil society sectors
- Clarify roles, delegate responsibilities to senior staff, and communicate expectations for work and contribution to project activities
- Coordinate with Abt Associates’ Headquarters staff to assure that all managerial and administrative actions comply with donor regulations.
Qualifications:
- 10+ years with at least a Master’s Degree (PhD preferred) and related professional experience in Public Health, Health Economics, Economics, Health Policy, or Public Policy.
- Superior writing, research, and presentation skills.
- Technical knowledge in the areas of Human Resources for Health (HRH) and Social Welfare (SW).
- Able to convey technical information clearly to a non-technical audience.
- Proven strong quantitative and/or qualitative research skills.
- Proven ability to establish effective working relationships with USAID and local counterparts and stakeholders
- Proven leadership managing a health reform program of similar size and scope
- Willing to travel on short-term assignments to other states.
- Fluency in English (required) and SiSwati (preferred).
Minimum Qualifications
15 years of experience OR the equivalent combination of education and experience. This experience would include 1-5 years of management experience.
